**Parameters**

- `self`: the tensor to fill; float dtype.
- `low`: inclusive lower bound; default 0.0.
- `high`: exclusive upper bound; default 1.0.
- `device`: stream or device; default = `self`'s.

- `ClikaRT::Error`: (`INVALID_ARGUMENT`) when `high <= low`.
