**Parameters**

- `reference`: the tensor whose shape/dtype the output copies.
- `device`: stream or device; default = the default device.

**Returns:** uniform draws, `reference`'s shape and dtype.

- `ClikaRT::Error`: (`INVALID_ARGUMENT`) on a non-float reference dtype.
