Elementwise logical AND; non-Bool inputs read as `element != 0` before the logic, and the output is always `Bool` (output as [`eq`](./eq.md#eq)).

**Returns:** the broadcast-shaped `Bool` mask.

**Throws**

- `ClikaRT::Error`: (`INVALID_ARGUMENT`) when the operand shapes are not broadcast-compatible.
