Elementwise four-quadrant arc tangent of `a/b` (the angle of the point `(b, a)`), in radians. Broadcasts and promotes as [`add`](./add.md#add).

**Returns:** the broadcast-shaped angles at the promoted float dtype.

**Throws**

- `ClikaRT::Error`: (`INVALID_ARGUMENT`) when the operand shapes are not broadcast-compatible.
