A VIEW over data (no copy), shaped shape, at the element type's dtype, on the default placement: the borrow form of from_blob. The view addresses the slice's own storage, so a write through the runtime lands in data, and the returned tensor cannot outlive the &mut borrow it was built from: the one lifetime ties the two, and the slice is unreachable until every handle over it has dropped. The slice length must equal the shape's element count.

The adopt form of from_blob: the tensor takes ownership of data (no copy) and the runtime drops the Vec, after running on_release, exactly once, when the last reference over the storage goes away (inside a consuming op, on a pool thread, or at the last handle's drop). on_release is the place to observe the release; it must not touch the buffer. The Vec length must equal the shape's element count.

The lifetime ties the view to the &mut borrow exactly as Api::f_tensor_from_blob does.
