Where()
Elementwise select with broadcasting: input where condition holds,
other elsewhere.
The module form of clika_runtime.where: construct it once, then call it
like a function.

forward(condition, input, other) -> Tensor
Runs clika_runtime.where on condition, input, other;
returns a new tensor.
