Pow()

    Raises ``input`` to ``exponent`` elementwise with broadcasting.

    The module form of ``clika_runtime.pow``: construct it once, then call it
    like a function.

## `forward`

```python
forward(self, input: 'Tensor', exponent: 'Tensor | float | int') -> 'Tensor'
```

forward(input, exponent) -> Tensor

Runs ``clika_runtime.pow`` on ``input``, ``exponent``; returns a new
tensor.
