Hardshrink
Hardshrink(lambd=0.5)
Hard shrinkage: zeroes every element within [-lambd, lambd] and keeps the rest.
The module form of clika_runtime.nn.functional.hardshrink: construct it
once with the settings, then call it like a function.
Args: lambd: the shrink threshold.
