`permute(input: Tensor, dims: LongArray)`: the `permute` operator. Reorder the dims by `dims`, a permutation of `[0, rank)`. Returns a VIEW (metadata only, no copy). A kernel that later needs dense data materializes internally; no `contiguous` call is needed here.
